Ok, the first thing I would do is take the cover off of the governor linkage. Without the engine running, see how freely the linkage moves. Make sure it moves freely, and I usually lube it with fine sewing machine oil. It should naturally want to move to the wide open as the engine is not running yet. I would also take the cover off of the governor just as a precaution to see if the governor is coming apart. Move the governor adjustment up and down some notches and see how the mechanism moves. As another precaution you can drain the oil and check for shavings in the oil to make sure the governor is not going bad. If you are satisfied or comfortable, you can start the engine-be sure to put the cover on the governor housing but you can leave the cover off of the linkage. Observe how this linkage works. if you adjust the governor speed by a notch, see if you can slow it down by moving the linkage. If the balls are worn or missing, the governor ususally will not regulate speed well. When I rebuild an engine, I always rebuild the governor just for good luck! I hope this helps.
