The only time the speed you are running a round baler matters is when tying the bale to be sure you get enough twine on it.
As for horsepower - different balers require different minimum hp. I know our 3650 CIH baler would make our 806 smoke when the bale got full, and I know our JD 567 will make the 2590 Case smoke if you want to bale fast... Less horsepower = slower going.
