Steering wheel reconditioning????

Does anyone know of a way to recondition a steering wheel to prevent it form making your hands turn black. I am currently painting one of my cubs and my dad is threatening to put a steering wheel cover on so is his hands stay clean....(I say no way!)... would painting it work or would it wear off and be too slippery??? A new one is out of the budget right now.
