I have bored and put in dry sleeves and always needed an inch at top and bottom to make a good seal. I would put in a repair sleeve and bore it to fit the piston and run the piston in it that way. By the time it wears out it may be a parade tractor anyway. If need be it could be bored to use another sleeve (from a kit) when the time comes for another rebuild.
