The vent cap should be left on. A double acting cylinder will displace the amount of oil equal to the area of the cross section of the rod times the distance travelled. This and the fact that temperature changes the volume of the oil means that you need a vent to keep the oil at atmospheric pressure.
To reduce oil foaming the return oil needs to be returned below the level of the oil in the reservoir. If the flow is not too great it may be acceptable to allow the oil to return running down the inside wall of the reservoir. The Lift-All pump has about a 4 to 6 inch drop for the oil if returned to the fill pipe and will cause foaming.
