You can do this job, not hard at all just takes some time... but not hard First clean the tank with an abrassive cleaner with a chain or rocks in the tank at the same time and shake it many times. (this will get all the rust and dirt to break free from the tank and will pour out)Do this proscess a few times till the cleaner comes out fust and debris free. I used "Red-Coat" tank seal/coating in a few of my tanks and have great success with it. Its about 20 something a can. Just follow the directions on the can for application.
