I think you have two different problems. I had a 806 once and the steering just quit.There is a small valve behind the battery box on the left side. In that valve there was a small plastic check valve, it broke and got stuck and blocked oil from going to the steering. You might have the same thing happen to your 706. As far as the hitch not going down, I think you may have some linkage come loose or broken.
