Leaving the grill off and needing a carb sounds like some imcomplete repairs and probably cause there are other more expensive problems.
Ask if he is selling it "as is, where is"? If so and you have a few hundred dollars to gamble with, then offer to buy it for a few hundred as is, where is. If you live nearby and he is willing to give a written money back guarantee that all the component parts are in good working order and in proper adjustment, then you could look at a higher offer. If he is wanting to sell it as is, then you can guess there are other problems.
