That gap is not unusual,the inner rockshaft arm is part of a through shaft that works with the Touch Control cylinder. The outer arm is attached to the shaft that works the opposite side arm.the arm is tapered and keyed,as others have stated,sometimes the arm is loose on the shaft,and gives wear in the key-The retaining nut is 1 7/16" socket size.Those "ears you refered to as #2,are for implements like a planter or fertilizer unit "Throw-in or out" for C"s and SA"s,as arms are the same.Sc with Fast hitch will use a different arm.
