There are felt peices in a trough just below those caps, they "meter" the oil going to the rocker arms and levers. When they say daily, that means just when you are going to run it. I oil mine the night before if it has been sitting a while and then again in the morning of running. It gives it a chance to get pre lubed up some. When the engine gets hot the oil flows much faster through the felt so I have been known to oil it twice a day! It won"t hurt it.
