Mike, the threaded hole is for a 3/8"x3/4" hex head National Course thread cap screw that goes through the small flat bar (That has a hole in it). The flat bar is supposed to hold the large pin up into the clevis so it doesn't drop out. If your pin has a flange on one end of it someone may have modified it. If the flange is large enough try inserting the large pin from the bottom of the clevis, then place a large washer (Like a fender washer, lock washer and the the 3/8" cap screw through them into the threaded hole in the bottom of the clevis to hold the large pivot pin in place. I know clear as mud without a picture.
