Hi , It could be oil soaked , it could be it's had so much grit and dirt in it over the years the brake drum is worn down to small , it could be the linkage is worn out inside . Have you taken it apart to look inside ? Are you talking about the pedal adjustment or the slack adjustment at the bottom of the cover ?...Randy
