Sounds like its time to get the starter cleaned with new brushes and perhaps bushings. Pulling the choke should not slow the starter down. Mite be a good time for new cables. When you have cranked a bit check the cable ends when a cable end gets warm something is wrong ie clean or the cable has a bad end as that happens sometimes when they get some age.
