My 560D takes forever for the gauge to come up to pressure. Has since the day it was new in 1962. BUT once up to 40 PSI it doesn't drop. I'd be putting a secondary gauge on her to see exactly what is happening.
The gauge is slow to respond because there is oil in the pressure line. It should have only air in it.
Disconnect both ends of the oil pressure gauge line. Blown out all the oil in the line. Flush it out with brake cleaner or carb cleaner and blow it dry. Reconnect the line.
