Are you priming those pieces prior to painting them? I'm sure you know that without sandblasting you will never get all that rust off that tractor. You will have to sand/grind/brush and then treat with Metal-Prep, and then use an epoxy primer if you want your paint to stay nice. Otherwise you will get "rust bubbling up" underneath.
