They are just like any other brake; they have to "break in". Use the tractor/brakes a little and you'll have your brakes. All adjustment is done at the turnbuckle.
That adjustment screw at the bottom of the pan has absolutely nothing to do with the functioning of the brakes other than it "centers" the "loop" of the band around the brake drum when not applied.
Supposed to keep the band from needless "wearing" when the brake is released.
