The longer studs go where the throttle linkage attaches and where the thick washers go. If you look closely at the stud holes in the cylinder head you will find that some of them are a heavy walled pipe pressed into the head. These holes need the heavy washers on top of them to transfer the clamping force of the stud to the head and not just the pipe. Without looking at a head I think there is one between each pair of cylinders. The other long studs go in the left rear side to mount the bracket for the throttle linkage.
