The throttle should not be difficult to pull back, and it should stay where you put it unless those notches are worn out. Since you are having difficulty pulling it all the way back, I'm guessing that the linkage between the throttle lever and the fulcrum under the hood is mis-adjusted. I'm talking about that little gizmo that has a couple of springs and about three nuts on the threaded portion of the throttle rod. It's difficult to describe the exact procedure, but if you just dig into it, I think you will figure it out.
