You need to post a picture of the place on the tractor that this bolts on. I would say that if this area of the casting was built to take the stress of this bracket then going to the next size bolt would not be a problem. I would like to know whats on the other side of the bolt hole to determine if you can drill the holes all the way thru the casting to get more thread securing the bracket. I'm guessing this would be in the transmission area but then you have all the thread you can get or better yet if you can get to the back side and put in a bolt and nut you would never have to revisit this problem. This is one of those fixes you don't do half way.....you do it the best way there is so it doesn't happen again because you can't keep stepping up the bolt size. I do like the inserts so that would be a good option if the metal is there to secure them.
