I agree with what someone else said about checking the float. A couple of the biggest problems I have fought were float problems. It it leaks it will be too heavy, and never stop the flow of fuel until you have way too much fuel in the bowl. Basically the same as having it set too high. Had one on a pickup and rebuilt the carb several times, then gave up and took it to someone and when I picked it up he told me if I had replaced the float it would have fixed it. He actually weighs the floats and if they are heavy he replaces. Really that is the only thing to go wrong with a float - leaking. On another I could actually hear the gas in the brass float. I found the leak, and since it was not available any longer I opened it up and dried it out, and soldered the leak. Problem solved. Other possibility is a plugged passage. I have fought those several times as well. Many times I have ran fine wires through them and blew them out fixing the problem. Good luck.
