Dick it sounds like that seal is not all the way up in the bolster casting. Even though it will be a pain, drop the bolster and use a pipe that is the same or near the same outer diameter as that seal and tap up to make sure it is all the way up. You didn't mention if you replaced the felt washer that goes on top of the upper shaft thruster bearin from the topside. Also if you have any wiggle in the bolster shaft, that big bushing is worn and it is going to leak from the wiggle.
