The descease may have had some unpaid bills,loans, etc. which if it meant selling her personal property to pay them, then it had to be done and was the executors responsibilty. An ad in a major area paper should be run so that any creditors could be notified as to the death of the individual, and had a cetain amout of time to response. If you sister was the executor, she would be intitled to the money, and she would do with it what she wanted. With no will, her property should have been divided between her children, or closest kin.
