It doesn't matter if you count #1 at the radiator or the transmission, as long as you time whatever cylinder you choose to TDC on the compresison stroke. I've seen tractors timed both ways, and they run fine.
My first question is, why would converting to 12V change the orientation of the distributor?
My second question is, why would converting to 12V change the timing? I've done an H and an M, and neither required touching the distributor or the spark plug wires.
