I ran into the same problem with a Farmall 300. When I took the horizontal shaft out to remove the radiator I found that the steering box was full of grease. I replaced the seal using a socket to gently push it up into place so that it was well seated.The seal leaked terribly. I ended up filling the steering box with axle grease. I asked a mechanic that had a lot of experience with these older tractors and he told me that the seal is almost sure to leak.The only suggestion that he had was to fill the gearbox with grease and perhaps install a grease fitting on the gearbox to add a little grease occasionally to be sure that the box is still full.
