Is your gas tank leaking? If so use the sealer. If not the sealer isn't necessary and can cause more problems than the rust. It's a catch-22 thing. Sealer won't adhere unless tank is very clean. If tank is very clean, you don't need it. Get the tank clean. Hundreds of messages on this in the archives. The loose baffle is no biggie. Make sure you have one of the new (free) caps.
