I'll ad to Allen's coment. The distributor cam needs to be rotated (by turning the engine with a crank, or by hand with the fan (plugs out is much easier) When the cam is truned so one of the four lobes is trying to push the points open as far as possible, (high point of cam lobe), the points are adjusted to .020". If they will not adjust they well might be wrong, or the rubbing block is worn off. Wiggle the rotor shaft to see if it has side play in it. if it does, it should be less than .001" or the gap/dwell will be way off when running the tractor. This issue means a replaced bushing, or rebuilt distributor. Good luck, JimN
