That could be, but it's more likely that someone tried to remove the steering wheel by pounding on the shaft. That will knock that plug out.
On my 340 (I think they use the same gearbox) I tried to put a 1-7/8" steel freeze plug in there with it still on the tractor, but that ended in failure because the outer ring of the original plug was still in there. So here's what I did:
I got a washer slightly larger than the hole and ground the outer circumference until it just fit inside the casting, then I welded the center hole shut. I cleaned the washer and the area inside, outside and all around the plug hole with brake cleaner and compressed air and glued the washer in place with a big glob of silicone. I used a wooden wedge to hold it in place overnight while it cured. I was then able to fill the gearbox with Hytran and enjoy smooth power steering!
I plan on rebuilding the gearbox this winter, so this is only a temporary fix (or is it??)
