I would start with a compression check to be sure the rings are good...
Worn valve guides usually give a puff of smoke at start-up and as they get progressively worse will continue blue smoke at any time while running. The smoke may go away under a load due to the increased temperature being able to make for a more complete burn of the oil.
Is it smoking excessively? Is it using oil? Does it blow oil out the exhaust that gets on you and/or the tractor?
Personally, I wouldn't let a few puffs of blue smoke cause me to tear a good running engine down unless their is excessive oil usage or a mess being made...
