He probably means an overrunning clutch. A slip clutch is the wrong kind of clutch for this tractor, as the mower should already be equipped with one. Mowers are usually equipped with slip clutches.
A slip clutch is three disks with friction material in between each disk. The outer disks are coupled to the PTO shaft of the mower. The inner disk is coupled to the tractor's PTO shaft. Bolts clamp the outer disks around the smaller inner disk. By tightening and loosening the bolts you can control how much power gets transmitted before the clutch starts to slip, so when the mower hits an obstruction, the clutch slips and the mower doesn't break.
On tractor with non-live PTO like a 140, you want an overrunning clutch unless the mower is already equipped with one. An overrunning clutch is a ratchet that freewheels in one direction, so that when you push the clutch on the 140, the momentum of the mower blades doesn't push back through the PTO shaft and drive the tractor forward.
