TA Free-wheeling???

I've been shopping for a utility tractor to use in the mountains of West Virginia. One dealer I spoke to about an IH 354 said I shouldn't consider an IH with a TA because of a "free-wheeling" condition that can occur in the hills. When I asked him to explain it, he didn't.

Do any of you know of such a thing? Does a TA pose an actual risk in the mountains, or was this smoke (the 354 had no TA)???
