It is quite possible that the oil pick up tube was damaged when the PTO was installed. If more than a little pressure is put on the tube it will bend a little bit and be loose in the clamp that holds it in place. When that happens the tube can work itself forward enough the allow air to enter around the seal when going down hill.
To guard against this problem I braze the clamp to the tube before I disassemble a PTO. That way I know the seal will stay in place.
You can try adding an extra five gallons to see if that is enough to work around you problem.
For tractors where the PTO is being operated for extended periods of time with the front end pointing down hill it is necessary to add additional oil to ensure that the PTO has enough lube. The normal full mark will leave the oil level about half covering the internal PTO drive shaft on level ground. This allows for bearings and clutches of the PTO to be running in oil. The extra oil is necessary to ensure this lube oil is present for the PTO unit when facing down hill.
