That gear you see inside the cover is the cam drive gear. And if the gear "just kinda floats in there" it means cam gear hub has failed (broken).
Cam gear hub breakage on the M/W-6 engines not unusual on account of the loads put on it by the live hyd pump. Unfortunately the only fix is to open the front the engine and install a new cam gear.
