I removed the return fitting, there was no check ball in it but there is a wire shaped like a hook in the center of the hole. I then started the engine with the fitting removed and it ran fine. I put my finger over the hole where the fitting goes and it started to stall. Then while it was running I screwed the fitting with the wire back in to the top of the governor, the motor started to sputter. I removed the wire and reinstalled the fitting and hooked the return line back up and it runs perfect. But when reading the service manual it states that the wire needs to be there. now what?????
