Just being able to lock the brakes together doesn't necessarily mean they're going to grab at the same time either. Gotta get the back of the tractor blocked-up, then in-gear, and with the brakes locked together, adjust until a push stops both rears at the same time.
Are you sure something isn't binding one of them? They should return to the same spot without any problem. The linkages are for adjusting only when they GRAB. They are stopped on their return by butting up against the floor pan.
