New points, condensor, distributor cap, spark plugs, and wires should be standard operating procedure for a "restoration" or "rebuild." If you're not replacing those basic, critical parts, what exactly are you "rebuilding?"
Please, don't waste your time dragging the tractor all over heck's half acres trying to get it to start. If a gasoline-powered tractor doesn't pop right off and run within 10 feet, there is something wrong that needs to be fixed. Towing it for "5 minutes" won't change that. Freud defined insanity as performing the same action over and over, expecting different results...
Why aren't you using the starter? The same reason the starter doesn't work (bad/weak/dead battery) may be why you don't have any spark. If the battery isn't producing enough voltage, the coil won't build up enough charge to pop off a spark.
