James, I have had fuel pump problems and found the check valves will not hold gas in line it will pump pressor back into the bowl I changed the valves in my old kero F-12 and gas F-14 and all seems to be good. If that does not work and your springs are all good and diaphram has no holes than it could be a worn rod if tractor has alot of hours on it. Did you find a good bull gear?
