2 bars extending from WHERE? If they're just extending from the fenders, that is the rear rockshaft for lifting cultivators and other A-specific rear-mounted implements.
If these two bars extend from brackets on the axle housings, and connect via chains or linkages to the rear rockshaft, then you have a homemade or aftermarket 3pt hitch. Only these two lift arms are permanently attached to the tractor on a 3pt. system.
The third point, called a top link, is an adjustable bar that attaches to a bracket above and between the lift arms on the back of the tractor.
I suspect the seller was either an idiot or lying to you. You probably just have a rear rockshaft. I've seen several Super A/100/130/140 tractors on craigslist recently claiming 3pt hitch, but the rear views all show a standard rear rockshaft and drawbar.
You can add an aftermarket 3pt hitch from a company called Worksaver, but it has limited usefulness. With the high offset PTO, there are not many PTO-driven 3pt implements that will work.
