Did it come off a 504 with a tricycle or wide front? IIRC they are different. Tricycle uses a torque generator with only two lines in the steering shaft. BTDT not long ago. Wide front or maybe it is the utilities that have full hydrostatic steering and use a steering valve with 4 ports, in, out, 2 to the steering cylinder. Hope this helps.
