Not wanting to upset anyone but for what it is worth the last time I was asked to look at a charging problem turned out to be the multi meter that was being used was reading way to low. Using my works meter thats calibrated regularly showed the system was charging fine. The starting problem turned out to be a high resistance earth lead connection. If its a dynamo as opposed to a alternator could be the regulator is off. Its the regulator that sets the output voltage. Your mechanic is right 13.5v is a minimum 13.8v would be better.
