The open unloaded output of a genny dont really tell ya all that much, its the voltage to which it can raise a good battery battery when coupled up to it via the Voltage Regulators Cutout Relay and the ammeter etc. If the genny n VR and wiring is alllllll good a battery voltage should rise to at least 13 and up to the 14 n a lil over range.
Check for a good tight belt and good grounds on the Genny and VR and see what a voltmeter does attached to the battery with tractor setting (ought to be around 12.6 volts) and then running at RPM it should rise over 13 at least, depends on battery condition
