The gas is coming out the air inlet for two reasons. First you are not shutting it off at the Strainer bowl, under the gas tank. Always turn that little brass valve closed when you are done using the tractor. Another fuel filter isn't going to solve anything, more likely to add to your problems. DOn't install one! Second, the needle and seat, closed by the float is not closing. Temporary fix might be to just tap on the side of the carb. Permanent fix is to drop the bottom of the carb, inspect to see if float is properly mounted on the shaft, or has a hole in it. Clean out the needle and seat with brake cleaner and air. Maybe you won't have to install complete carb kit.
