Based on teddy52's follow up comments it looks like simply stating that the guy is nuts was a good enough answer. In spite of a universal response that the thing can't work, including some very good explanations of why, teddy52 still believes the nonsense.
If it worked, the "inventor" could hook his invention into the grid and the electric company would send him a check every month. It ain't happening and for good reason.
