Sounds like bad bearings on the PTO shaft or perhaps on the implements your driving.Yes the engine could be tired too.A common problem is the Mickey Mouse throttle cable.These things never hold the engines to the factory spec.I.E.2200 RPM unloaded(this is very important).I got creative and fabricated a clevis & rod arrangement on both my 154&184 which works great.If you need a place to start Central Tractor (1 888 8CT farm)sells a gas lever used on the H&M for about $30.00 Pt#4866-009 ,I made my own but this would work.Also the arm on the governor is usually broken ,if so you can braze a piece of 1/8 inch steel behind it and redrill the hole for the throttle cable or rod if you do the conversion. First though check those PTO bearings be aware that the shaft normally will not spin freely because the elect. clutch has a anti-coast brake built into it. MIKE
