The lights only have one connection. Ground is through the tractor frame back to the battery.
Most likely, the light isn't getting a good ground. You need to scrape the paint of anywhere there's metal-to-metal contact on all the parts between the light and the hood. The hood is obviously making good ground because the other light is working.
The painter could have broken the light bulb, too. The only way to figure that out is to remove the bulb, get some wire, and touch it to the battery to see if it works.
Also check that the hot wire is "hot" as Gene suggested.
