If I understand you correctly, your hydraulic pump sounds like it is engaged even when the valve is not. I had a similar problem with a 350 and it turned out to be a very simple fix. On the back side of the valve is a a multi-position pin ( it looks like a drift pin) that should fit in one of two slots. Mine was half way in between and the system couldn't decide which it should be. Simply turning the pin to one of the two settings fixed it. By the way, the two settings are to determine if it should be double acting or single. One way it's double, the other is single. hopefully yours is that easy. Good luck.
