Hi Michael, I saved several of Bernard le Mwchano's solutions for these tractors as my brother has four of them. Below is his reply for 3pt hitch problems:
3 pt will not go down:
Hi Butch, there is a cover on the right side,in front of the rock-shaft. Remove and check if the spool valve moves with the position lever. Make sure the draft lever is down. It has a long spring, with a rod, may be the spring is unhook.
Hi, may be the unload valve is stuck. Check with engine running, raise the hitch and pull at same time the remote lever. If the 3pt hitch lifts, you have dirt in the unload valve. This valve is under the seat. Remove the large plug to access this valve. One trick, loosen the large plug for the unload valve 2 turns and start the engine, the hitch should lift if the valve is stuck. It has a small hole in the valve and just blow the dirt with air, replace with new O rings. Bernard le mécano Québec Canada
