I do not know if your steering wheel arrangment is the same as my older Cub. I used lots of penetrating oil (Parts Blaster), letting it soak for a few days, applying more several times a day. I used a brass hammer to tap the spokes of the wheel hoping that would help the PB migrate around the steering wheel post. Finally I used a two arm gear puller with washers to protect the center post from the pointy end of the gear puller. More PB, gradually tightening the gear puller, letting it soak, tapping with a brass hammer - and the wheel came off. I hope this helps.
