Hate to say it but you need to pull the head and side cover. When the manifold is off check the mismatch on the ports use the gasket to see how bad "port match".
There isn't any push rods or rockers it's a flat head , this is a very simple job.
Pull the oil filter lid off , you will find a pipe plug there or a hole i forget. This hole is what feeds oil to the valve train, put air to it to make sure it blows thru. If it wont then start with brake clean and everything else tell you get it clear.
My father found a 54 cub that had been sitting in a barn for 30 years for real. Well the valves were stuck in it , i took them out and cleaned everthing . They stuck again because the oil passage was plugged.
The area ware the oil filter sits is under oil presure so this port feeds oil to the valve train under presure.
You can also try running some ATF in the oil 1 quart ,it will clean the inside of the motor real well and may unstick that valve.
I have run the motors with straight ATF no engine oil but didn't work them very hard , it cleans them out real nice. A friend of mine swares buy "Sea Foam" he adds one can to the oil and it cleans them out nice.
Anyway you look at it you have a bit of a job in front of you. Check that oil passage if you end up opening the motor, when its clear you will see the oil come out in the lifter galley.
Side note brake the head bolts free by hand not impact, i have read several accounts of guys brake them off. Also put sealent on all the head bolts when you put it back together , they all go into the water jackets. Retorque when hot !
