As my then 14 year old son remarked with enough time and dads money almost any thing can be restored We bought a 1926 15-30 in about the same shape as you described had to chain saw it out of a thicket took a year and about $1500 but it can be done There are a lot of parts still available and lots of help available on the internet It all depends on what you want to do in my case the project worked off a lot of teen age hormones and was worth every penny to see him driving it in parades some things cannot be measured in money alone
