Two? The H and M only have a set screw and lock nut for each brake. Check your Operator's manual for the correct procedure. If you have the spring/bolt between the brake pedals on the right and next to the clutch on the left as tight as they will go, you probably have a set of linings that are too long, or less likely your drums are severly worn. Manufacturers vary in quality.
